yes, until the public at large can feel comfortable just hopping into their EV and going anywhere anytime they wish, like they do now, they will not move into EVs. The infrastructure needs to be there. Tesla shows that to their potential customers by installing their OWN charging stations, usually 8-10 in one single location. This tells the public that THEY have more options with them. If you are 'another brand', you don't have that. Most folks have little knowledge about any 'EV' other than Tesla.

Until almost every gas station has a DC Fast Charger, it's probably going to take MANY MANY years to even approach 'mass appeal'.... unfortunately. I own 3 EVs, with one being a PHEV hybrid. There's a reason why.

Need some federal regulation to force all the charging networks to standardize and interoperate.

Seems like restraint of trade laws should apply to companies that refuse to sell electricity to any BEV that wants to buy from your public charger, Of course they will always claim technical incompatibility, but that seems like an excuse that can be solved with some legislation and some DC to DC voltage converting tech,

For Tesla to tap into the Infrastructure Act funds, they will have to make their chargers compatible with CCS. Technically they could add CHAdeMO but that would be a dumb move as the only vehicle still using CHAdeMO in the US is the Leaf.
