Can someone help explain the how dealer allocation and reservations work together?

Ok so I have a 5/29/21 reservation number and trying to understand how my reservation number (i.e., place in line) works with dealer allocation...My dealer says that I'm number 48 in their reservation list and so far they have converted a total of 5 reservations to orders. If my dealer doesn't have an allocation >48 does that mean I'm SOL for MY23?

No, 5 is actually fairly high considering how few Lightnings are being built in 2022. 48 may not be too bad for 2023 but we don't know for sure.

I recommend you start by reading the Dealer's Playbook. It explains how the dealer prioritization works.
Thanks for sharing. As I read this it sounds like Ford is actually making the allocations to specific customers not directly to dealer. So although dealers have a say in how they would like their customers prioritized, ultimately Ford is allocating to specific customers. Did I get that right?

Correct. Invitation wave emails in early 2022 were sent to customers directly, letting them know they could order. 2023 waves should start in a week.
