I just purchased used lightning and I asked the first owner if he ever used the free charging that came with the truck and he said no. If I sign up for blueoval will I be able to get it?

Maybe. Before trying it you will need to go to your Ford.com account on the website to activate connected services. That is where you will find the Blue Oval Charge Network. Once you are set up you will see the 250 kWh of free charging if it transfers. Even if it doesn't, you'll want to set this up to use Plug & Charge.

I expect the Blue Oval Charge Network will be one of the ways you'll be able to charge at Tesla Superchargers next year.

It should be the EA Free Trial. The "Goodwill Package" is new but is probably a way for Ford to provide services to users to make up for inconveniences. You may get both.
