The reason they responded as they did is it won't apply in December. They have not hit the cap.This is from the IRS guide on the tax credits. As I read it the 200,00 cap still applies to vehicles purchased before 1/1/2023

Under the old law, reductions in the tax break don’t start until the end of the quarter after the quarter when the automaker reaches 200,000. I'm no expert, but may want to check that mannequin qualifies as a "new" vehicle as I believe the tax credit is only applicable for new EV until IRA kicks in next year. I'm sure others here know more than I do on this front.That is great news, I take delivery of the local mannequin 12/30/2022. Dealer can’t sell it before.

Not for this specific topic – the 2022 tax year credit. It depends on your state. If the mannequins remain untitled, they are new. Some states require registration and titling.
